All the ideas described in this book might be considered as examples of inherently safer design. However, as explained in Chapter 1, I use the phrase in a narrower sense to describe ways of eliminating large inventories of hazardous materials

and hazardous equipment and operations, and this aspect is discussed in this and the next four chapters.
