External Politics and Relationships with Other Partners Police chiefs’ visions impact not only their departments but also community and political leaders. William Bratton, in his book Turnaround, and Pat Murphy in Commissioner describe their relationships with their mayors and the impact of the political world on their ability to achieve their policing goals.1 In many instances, a chief ’s tenure coincides with that of the mayor who has hired him or her. Because they serve in appointed positions, the ability of police chiefs to negotiate a productive relationship with the mayor is fundamental to their success.
