ABSTRACT

Introduction Though the problem of terrorism has become a very serious global security threat, it has deep domestic roots in the Philippines. The threat of international terrorism is inherently local in origin (see Chapter 4). There is even a view that al Qaeda, the most notorious network of radical Muslim terrorist organizations to date, will return to their local roots.1 Thus, it is essential to consider the domestic milieu of the terrorist threat to fully grasp its complexities and nuances.
