ABSTRACT

If the buying organization does not possess the staff that has mastered the knowledge or technologies needed to execute a good design to satisfy the functionality associated with an item or it does not have the numbers of people needed due to other commitments during the period when the design must be accomplished, the item may be a good candidate for purchase in response to a specication prepared by the buyer. There are a few elds where it is fairly common place for the seller to prepare the speci- cation (guidance sets and engines, for example) but it is a good business practice in general for the buyer to prepare the specication.
