ABSTRACT

As discussed earlier, in a more realistic situation where the enterprise is taking the rst step to implement an improvement process moving from a prior ad hoc department charter structure, there must be an orderly movement from the current methods to a continuous ribbon of improvement toward perfection. There will be some initial resistance observed from functional managers, because the change will represent instability, a fear-inducing force in any organization. The enterprise executive must prepare current functional management for the transformation by causing them to recognize that there will be some instability, but that this offers new opportunities rather than the seeds of career disaster.
