ABSTRACT
The implementation of the Landfill Directive (1999/ 31/EC) and the associated Decision (2003/33/EC) is having a very significant impact in those parts of Europe that do not have a waste management infrastructure based on incineration. Planning for the required changes provides an opportunity to review the cost and the sustainability of the measures that are being put in place to meet the directive.
