ABSTRACT

Frontier. In this report, Bush described enthusiastically the many ways in which scientific research had contributed-and would continue to contribute-to the general welfare, and urged the establishment of a government agency to support such research. In 1950, after various conflicts and hesitations, congress did establish such an agency-the National Science Foundation (NSF). It was, and is, managed by a director appointed by the president. Its work is overseen by a 25-member National Science Board (NSB), of which the director is also a member.
