ABSTRACT

T he end of my term of office as Vice President of the National Academy of Sciences did not end my interest in Academy affairs. Many questions of science policy arose there, and to handle

some of those questions, the Academy established a new committee, the Government University Industry Research Roundtable, or GUIRR. The idea was, in Washington parlance, to combine the views of all the “stakeholders” in scientific research; it was also designed to be a forum in which Academy representatives could conveniently meet with government officials.
