ABSTRACT

Due attention was given to the problems of radiation effects on human beings and the environment. The Public Health Ministry of the USSR was put in charge of measures providing radiation safety [11]. A . I . Burnazyan, Deputy Minister of Public Health, was appointed the head of special departments in the Ministry and organized similar departments at the institutes and enterprises involved. A system for sanitary supervision and medical control was organized. In 1946, a radiation laboratory (later the Biophysics Institute of the Ministry) was set up. Professor G . M . Frank was appointed its head. The laboratory was in charge of developing the basics of radiation safety and dosimetric control. In the same year, in accordance with a governmental decree on developing research into radiation effects on flora, a biophysical laboratory (headed by Professor V . M . Kluchnikov) was set up in the Timiryazev Academy of Agriculture.
