ABSTRACT

In order to limit the occupational hazards at an

acceptable level, it is a fact that certain costs will

be incurred. Among the managers in construction

projects the famous “iron triangle” namely “time-

cost-quality” and the health and safety issues in

production are in general considered to be con-

tradictory to each other. Many managers consider

health and safety as an indirect cost, namely over-

head cost. Thus it is assumed as additional cost

to production and as an item causing increase at

site production costs. Among other behavioural

reasons, this can be considered as one of the main

explanations of the high ratio of accidents at

Turkish construction sites.
