ABSTRACT
Elevate is the Housing Market Renewal Path-
finder for East Lancashire and has just such a
tension. Elevate has made a commitment to sus-
tainable development objectives at the policy
level (Elevate 2004) and, as such, has an issue in
balancing the developmental goals with that of
supporting local supply chain and people. The
procurement framework has been designed to
encourage the engagement of local businesses
and people for just this purpose. An initial study
undertook to investigate the adoption of sustain-
able construction practices within the SME supply
chain and evaluate potential drivers and barriers
for the adoption or non-adoption of a number of
identified best practices. This was followed by a
commissioned study to consider the effectiveness
of the interventions put in place by Elevate (Swan
and Stewart 2007a).
