ABSTRACT

The planning, scheduling, and controlling system

adopted by planners/construction managers deter-

mines the success of any construction projects.

Construction managers and project planners of

linear construction projects such as roads, railways,

and pipelines require advanced project planning

and scheduling tools to control budget, schedule

and resource allocation so that project goals could

be achieved on time and on budget. The effective

application of planning and scheduling techniques

such as CPM and PERT is limited because road

construction activities are fundamentally different

to building construction projects (Hamerlink and

Yamin, 2000).
