ABSTRACT

It is questionable whether the evolution of the computer has spawned a wholly new group of persons engaging in criminal activity, who without the advent of the computer would have led law-abiding lives1. Like the motorcar, the computer merely presents new opportunities and new horizons to those who, in the absence of the technological advance, would probably still be criminally motivated2. Furthermore, given that statistics on crimes involving a computer must have started from a base of zero in the not too distant past, it is hardly surprising that there has been a sharp rise in the number of crimes involving computing; and the Internet has undoubtedly created new security risks3.
