As soon as Christmas 1984 was over, it became clear that both the British and French governments were committed to pushing the project forward-so much so that in Westminster a growing number of backbench Tories were becoming restless at what they saw as ministers’ attempts to railroad approval through Parliament and the planning process with minimal consultation.
