ABSTRACT

One of the most remarkable aspects of the July 1993 deal between TML and Eurotunnel is that with the stroke of two signatures the tunnel crisis was successfully defused. Having bickered, battled and berated each other for so long, it seemed impossible that the two sides could complete the work. But as Morton had said in April, relations were good at site level. Indeed of the thousands of people employed on the project, most had got along very well no matter who their employer was and had developed fruitful working relationships. It was just a few key individuals who had fallen out and created a major dispute for the world to watch disapprovingly. So once Simms and Morton had made the deal, it was not that difficult to establish cooperation on site and hit the milestones that would lead to the hand-over in December.
