ABSTRACT
Rapid deterioration of civil infrastructure systems has created one of the major challenges facing the construction industry today. Since the cost of civil infrastructure constitutes a major portion of the national wealth, the development of fast, costeffective, and long lasting repair and retrofit (R&R) solutions is essential for the economic well-being of a given country.
