Abstract From the viewpoint of the sustainable use of resources and environmental conservation, the use of low quality aggregate, construction by-products and other industrial by-products is an important issue in the concrete field. Relevant research and development has been active on use of, for instance, recycled aggregate, low quality aggregate, slag from various metal refining, fly ash, GGBFS and others. But only limited utilization has come into practice so far in Japan. This paper shows the examples of technical developments on the sustainable use of concrete resources and examples of practical application. Then the paper analyzes the reasons, technical as well as social and economical, which are obstructing the progress of their utilization and considers the way out. 1. Introduction

December 1997, the International Congress on Global Warming was held in Kyoto. The major topic was reduction of carbon dioxide.
