ABSTRACT
I am Joseph Vadus, co-chairman and affiliated with the Office of Oceanography and Marine Assessment of the National Oceanic and Atmospheric Administration. It is part of the U.S. Department of Commerce. I am also associated with the National Science Foundation and their Directorate for Engineering. These organizations are two of the principal sponsors of this symposium. The other principals are our hosts, the Port Authority of New York and New Jersey, the New Jersey Marine Sciences Consortium, the Max and Victoria Dreyfus Foundation and the Paul Hall Endowment of the University of Southern California.
