ABSTRACT

The Critical Phase Many a carefully designed system has crumbled when implemented. Many times has the enthusiasm of those engaged in the design been washed away in the fear and resistance of those who were to use the system. Implementation is the acid test in many ways. It can end in disaster without a working system. More often the implementation process becomes greatly extended as issues that should have been dealt with earlier now become unavoidable. Often the result is that the system is only partially implemented or, even if fully implemented, is only partially used.
