In order for the activated sludge process to operate properly, there must be a balance between food entering the system (as measured by BOD or COD) and microorganisms in the aeration tank (as measured by the MLVSS). The best F/M ratio for a particular system depends on several factors including the type of activated sludge process and the characteristics of the wastewater entering the system.
