Security is more than an access control package, programs, locks, or passwords. Take, for example, a typical computer room facility. Most computer rooms have been divided into controlled zones and intense control zones. Each zone is protected by an access control card reader, so that an authorized employee would have to pass through at least two card readers to gain access to the computer room proper. To be in compliance with the fire code, the computer room has emergency fire exits with alarms along the outside walls. Take a walk through the computer room late at night. You will often find that the emergency exit doors that are closest to the bathrooms have the alarm taped shut and the doors propped open. Security control measures work only when the employees are properly motivated to comply with them.
