ABSTRACT
W hat is certain is that there is a great deal o f confusion, not only among telecommunications’ minor players but among the major players as well. It is also clear that something is happening; the status quo is changing — technol ogy is pushing it, the availability of network resources is pushing it, and also political and economic trends around the world are pushing it. All of these factors are stimulating changes within the telecommunications industry, although it’s not clear exactly what the final structure will look like, if indeed, that is any significant change at all.
