ABSTRACT
It is estimated that thousands of individuals, agencies, companies, and institutions are joining the Internet each day, both to share and to acquire information. This unprecedented connectivity makes the introduction of the telegraph, telephone, and television pale in comparison. Today, almost every citizen in this country can now easily access information that was virtually unobtainable only a few years ago.
