ABSTRACT

Structure and placement of the project management group within the host organization are critical. As early as 1916, Henry Fayol, in his book General and Industrial Management, emphasized the impor­ tance of structure, or specifically, creating the structure and lines of authority and responsibility for the organization. Best practices proj­ ect organizations are structured for goal achievement. Bureaucracy is minimized, staffs are small, there are few layers of management, spans of control are broad, and information flows freely.
