This problem cannot b e solve d outright . This is because a prescription cannot b e writte n for a world wher e ethnic , cultura l and economi c conditions ar e different . A s a resident o f an island country i n the Fa r East, I wil l repor t o n the situatio n of disaster countermeasures for large - scale earthquakes which we frequently experience . I hope that thi s wil l be examine d b y the committe e an d contribute to the preparatio n o f the guidelines.
