ABSTRACT
Abstract There is widespread concern in Britain about the impact of increased abstraction of water for irrigation on the environment, water availability and reliability of supply. The existing licensing system has been criticised as being insufficiently flexible to meet changing user requirements and ensure that water is put to its best, most economically efficient use.
