Abstract The irrigated area in Romania expanded rapidly between 1965 and 1989. There are now some three million hectares under command but in recent years only about twenty percent of this area has been irrigated. The drive behind the rapid development was more political than economic. Since 1989 economic realities have intruded. Low scheme utilisation, falling agricultural output, poorly maintained infrastructure, high energy costs and the impacts of institutional and land tenure changes signalled to the Government that a review of the irrigation and drainage sector was required. A study of existing schemes and sectoral strategy has recently been completed for the Romanian Ministry of Agriculture and Food.
