ABSTRACT
A good administrator of a welfare program tries to distribute benefits so as to avoid neglecting those who deserve them, while at the same time not squandering available funds on recipients who don't need them. Wasting money on those who don't need it is responding to a false alarm, or Type I error. Allowing someone to starve who should get welfare benefits is a Type II error.
