ABSTRACT

Effectiveness of R&D is greatly influenced by the effectiveness of control systems used within the R&D organization. Control has been singled out as one of the more important but difficult problems of R&D management (1). The Hughes Aircraft study report on R&D productivity points out:

... the existence of a control system does not guarantee that control exists, nor does adding more controls necessarily result in better control. It is the quality not the quantity of control systems that is important. Therefore, control systems must be frequently and critically appraised to ensure that they remain effective.
