ABSTRACT
Most people will agree that substance abuse, the nonmedical use of drugs (especially alcohol), is today a worldwide problem. We have only to read a newspaper or news magazine; listen to the radio or televi sion; attend a school conference or PTA meeting; listen to law enforce ment, health, and school officials; or just talk to our children to grasp
the magnitude of the problem. Yet, with millions of dollars already spent and currently being expended, countless hours of education and train ing, and warehouses of literature produced, the substance abuse prob lem continues to grow — reaching into almost every area of daily life and leaving virtually no one untouched, regardless of age, socioeco nomic condition, or occupation. This is particularly true in the work place.
