ABSTRACT

INTRODUCTION The effectiveness of the total environmental control program is based ( 1) on the quality of the design of the facility and environmental equipment (e.g., equipment capability., reliability, maintainability., operatibility., etc.)., (2) on the quality of the facility and environmental equipment operating systems (i.e . ., equipment operating policies and procedures), and (3) on the quality of the environmental management systems (i.e., management and administrative policies, requirements, and procedures). The effectiveness of the program is dependent, still further, on the quality of the conformance with these hardware., operating, and management system designs. Finally, conformance with the operating and management system designs is largely a matter of educating and training those who bear the responsibilities for implementing these systems.
