There are two tenets underlying the management policies, requirements, and procedures described in this book.
This demonstration is necessary because the adverse effects of noncompliance may be irreversible and significant relative to the health and safety of the public or the employees, the financial health of the company, or both. Even if the effects are reversible, the cost to the
company, its employees, or the "community" is often unacceptably high. There is no need to cite examples of these conditions. Today, the operations of many companies are so massive, the potential adverse effects of these operations so great, and the speed with which these effects may be manifested so rapid, that we have no choice other than to require a before-the-fact demonstration of the company's ability to protect its community, employees, and stockholders. Yet, except for isolated elements of the law, there are no requirements on a universal basis in federal, state, or local laws for such a demonstration.
