ABSTRACT

In the event of significant economic advantage to the selection of a site which does not meet the minimal environmental criteria, the process should assure the application of technology to eliminate the environmental problem and to render the facility in full compliance with the environmental requirements before operations are begun. This is fundamental. For example, if a home building site does not pass the "perk" test to allow the use of a standard septic system, the site still can be used by designing and installing a special septic system to accommodate the poor drainage qualities of the site and to render the homesite in full compliance with the sanitation and health laws. In other words, design, construction, or process control commitments may be made to overcome an environmental problem with the selection of a given site. There must be assurance, however, that the commitments will adequately address the problem and that, once made, the commitments are adhered to.
