ABSTRACT

As Chapter 2 discussed, change is an intrinsic part of project management, since projects, by definition, are designed to implement one or more changes. Unfortunately for the project team, there are more changes involved than the ones they are creating. The simple fact is, change to a project’s scope is almost inevitable. It is a rare project where none of the requirements are modified during the Execution and Control phase. That is why Morris and Sember point out that planning and execution are not one-time events in a project but are, rather, cyclical during the project’s life.* As shown on Figure 17.1, Initiation/Definition and Closeout may occur once, but Planning and Execution are often repeated multiple times, thanks to changes in requirements.
