ABSTRACT

Introduction e O¢ce of Emergency Management (OEM) is charged with managing all types of situations and emergencies. Under current incident management protocols, the members of OEM will not be charged with commanding the incident, but will be involved in support functions within the IMS. e OEM is present in many di erent levels of government, but is charged with the same role at each level. Municipal OEM, the lowest level, is charged with many tasks and functions, all completed at the local level. e next level of OEM is at the county level, and again, it is charged with certain responsibilities and tasks, as is the next level of OEM, which is state level. On the federal level, there are various agencies such as the Federal Emergency Management Agency (FEMA), for example, which will have responsibilities for emergency management functions. We will ¤rst explain what each level of OEM is charged with, and then we will delve into which areas of training would be bene¤cial to each level of OEM, and why.
