ABSTRACT

Introduction Other groups of people in America may be present when disaster strikes or may be able to help to prevent the disaster altogether. e ¤rst group to review includes many di erent types of workers, some of whom one would expect to be able to assist in prevention and response, and others who one may not even realize can be of service. is group of citizens is very large and represents every state and county in America. ey are what we can refer to as our “responders hidden in plain sight.” is group represents many workers whom we see on a daily basis and generally do not even notice. Others are not seen as often, but we do not think of them as possible responders or preventers. In fact, if we were to ask many of the people we will include in this group, most may not even realize the great assets they can be to us in many di erent areas regarding emergency response. roughout the remainder of this chapter, we will discuss who these potential responders and preventers are, what types of training they should receive, where to get it and how this can be paid for.
