ABSTRACT
There is another way of explaining how public administration came to its present predicament. Thought in the field has been guided by three successive ‘‘paradigms,’’ or broad concepts of the scope, mission, and role of the field. Each paradigm can be shown to pose major problems for the development of public administration.
