ABSTRACT
Since man first discovered the utility of fire, he has used the atmosphere as a sink to carry away the airborne waste products of his activities. For thousands of years the atmosphere with its enormous volume and constant motion has easily accepted and dispersed the relatively small pollutant burdens imposed on it.
