ABSTRACT
The interviews with the complainants were elected to be placed in the introduction however they could have just as easily been included with the observations. The decision to place them in the introduction was made because most of them occurred prior to the decision to commencing this investigation. The other problem was that signed consents to reproduce and publish the informants’ complaints were not obtained and therefore they must remain anonymous.
