ABSTRACT
The recitals from the Framework Directive (FD) enlighten us about the ideas behind the FD. In each of Chapters 22 through 26, we have quoted the recitals that give a background to the topics discussed. Recitals not quoted in these chapters are left to Appendix D.8. The number to the left before the recital is the numbering in the preamble.
