The recitals to the FD give us the ideas behind the FD. Chapters 22 through 26 quote the recitals that provide the background to the topics discussed. Recitals not quoted in these chapters will be discussed in Appendix D, Section D.8. The number to the left before the recital is the numbering in the preamble.
