Performance measures “motivate, illuminate, and communicate” (Metzenbaum, 2006, p. 22). Performancemeasuresmotivatebyenablingtangiblegoal-settingandfactualfeedback,whichinturn clarifiesexpectations,promotesaccountability,andshapesbehavior.Performancemeasuresilluminate byestablishingobjectivityandconsistency,leadingtoenhancedproblemsolving,modeling,decision making,andprogresstracking.Performancemeasurescommunicatebyincreasingthevisibilityofgoal attainmentandperformancegaps,therebyfocusingonorganizationalattention,understanding,and organizational alignment.
