ABSTRACT
It has become commonplace within Government circles to discuss human factors in terms of a Human Factors Integration Plan (HFIP), which identifies the human factors activities and their relationship to the other aspects of a development programme. However, most of these programmes focus on the work that happens after the initial requirements for a system have been established.
