The decision making process used for the rehabilitation of dams owned by DWA is directly related to the development of dam safety processes in South Africa. Two major dam related incidents in Europe in the 1950’s and 1960’s (the failure of Malpasset Dam in France in 1959 and the slope failure into Vaiont Dam in Italy in 1963) that resulted in huge human and financial losses drew attention to dam safety in Europe in the 1970’s. In South Africa only the odd dam safety inspection took place during this period.
