ABSTRACT

In any civilization there are rules. Rules are made because of complexity and the need for consistency. As organizations grow in complexity, there is a need for more rules to handle the complexity and maintain consistency. In most cases, rules are about consistency in behaviors. On the ¬ip side of rules are enforcement and punishment. Making rules is not good without enforcement and punishment for breaking the rules. A simple example is when you are driving a car; you must stop at a stop sign. If you are caught not stopping, an enforcer of the rules (police) will pull you over and give you punishment (a ™ne). If you do not pay this ™ne and are caught again, further punishment is given (more ™nes); and ™nally, if you do not obey and pay the ™nes, you can go to jail.
