ABSTRACT
Disasters tend to strike across jurisdictions and boundaries such that no single individual, agency, or institution responds alone. They bring agencies and managers out of routine communication and coordination scenarios into complex interagency and multilevel arrangements. As the research on disasters shows, communication problems surface as among the most consistent problems in disaster response and pose unique challenges for emergency managers.* We have found this to happen even amongst jurisdictions that are closely aligned and working together regularly.
