ABSTRACT

Now that we have reviewed disaster management concepts that will be used as tools in disaster response and identied your agency’s emergency support function (ESF) in disaster response, we will proceed to assess what roles and tasks your agency must fulll in response, where the gaps in human resources exist, and your agency’s readiness and capacity to ll those gaps and provide the important services that the public is counting on you to provide. This chapter on assessing internal readiness begins to address the internal capacity challenges shared by emergency managers, including the lack of staff for surge-capacity needs and the challenge of either living up to partner expectations or clarifying them.
