ABSTRACT
Money is the true lifeblood of terrorism. When discussing homeland security and how we use threat analysis to protect the nation’s life and property, significant resources should be directed toward tracking dollars, rather than bombs. By the time the explosives have been purchased and assembled, the game has sufficiently changed to a dangerous defensive posture. However, a proper threat analysis will move the point of examination earlier, where officials will not solely be searching for the bombs, but rather will be looking at, and trying to prevent, the earlier transactions that funded and purchased the explosives-effectively stymieing the terrorists’ capabilities to finance their operations. If the United States is successful at slowing, or stopping, the flow of terrorism financing, the number of attacks will fall precipitously; without financing, the triggermen will have no, or at least diminished, resources with which to work.
