ABSTRACT

Governmental (as well as nongovernmental) organizations develop many different kinds of goals and measures in order to satisfy the needs of a variety of users, or stakeholders. For example, they typically need detailed activity and efficiency goals and measures to support internal program administration as well as human resource and financial management. ey also need to inform external executive branch and legislative overseers and policymakers, along with other sophisticated stakeholders who have a high degree of expertise in the organization’s programs.
