ABSTRACT

Both this chapter and Chapter 5 examine reports produced by transportation departments. We chose to compare transportation reports for several reasons. Transportation is a significant function of both national and state governments. Most people experience the results of transportation policies in their daily lives as they commute to work or school, shop, and travel. Compared to many functions of government, transportation performance requires less specialized knowledge to comprehend. e desired outcomes, such as safety and reduced congestion, are relatively intuitive and understandable by a wide variety of readers, both in the United States and internationally.
